CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION
(CAPER)
At the close of each fiscal year, the Department reviews
development activities of the City of
Warren and Warren-Trumbull HOME Consortium; program
results are documented in the CAPER. The report provides
the U.S. Department of Housing and Urban Development
(HUD) with a summary of local resources used and an
evaluation of the progress made in addressing identified
priority needs and implementing the overall strategy for
housing and community development during the most recent
program year.

FAIR HOUSING PLAN
In the early part of 2010, the
Trumbull County Planning Commission, Warren Community
Development Agency, Warren-Youngstown Urban League, Trumbull
County Mental Health and Recovery
Board, Sunshine Inc., Habitat for Humanity, Coleman
Behavioral Services, Trumbull County Transportation and
Mobility Management, the Western Reserve Independent Living
Center, and the Trumbull Metropolitan Housing Authority
convened in a series of meetings, e-mails, and phone
conversations. Over the course of the
winter and spring of 2010, this committee collaborated in
the collection and review of data in order to develop an
Analysis of Impediments to Fair Housing Choice (AI) per the
requirements of the Ohio Department and the department of
Housing and Urban Development.

BLUEPRINT TO END HOMELESSNESS
After months of work,
the Trumbull County Housing Collaborative Blueprint to End
Homelessness was presented in 2006. A ten-year plan
addressing homeless and at risk persons in Trumbull County,
the blueprint was designed to provide a seamless delivery of
services through planning, collaboration, and resource
development.

CITIZEN PARTICIPATION PLAN
The
Citizen Participation Plan identifies strategies to involve
those persons directly affected by CD programs in the
planning process and sets goals for the broad dissemination
of information and timely notification regarding department
activities, universal access to department programs,
and response to the specific needs and complaints of
citizens on an individual basis.

ANTI-DISPLACEMENT AND RELOCATION PLAN
It is
the policy of the Community Development Department to
replace all occupied low- and moderate-income dwelling units
which are demolished or converted to a use other than
low-income housing as a direct result of any activity
associated with or assisted with funds under the CDBG or
HOME programs.
