COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

In order to facilitate the establishment and maintenance of vibrant neighborhoods throughout the City of Warren, funding is allocated annually through the HUD Community Development Block Grant (CDBG) program.  Each year, a Citizens Review Committee and department staff review and approve funding for projects which correspond with those priorities as defined by the Consolidated Plan.  During the current five-year planning period, emphasis has been placed on economic development and infrastructure improvement projects, housing and homeless services, and projects fulfilling public service needs within the community.

HOME INVESTMENT PARTNERSHIP PROGRAM

The HOME Investment Partnership (HOME) program improves housing opportunities for low- and moderate-income residents through the design and implementation of strategies tailored to local priorities and public-private partnerships.  Funds allocated by this program are prioritized according to an analysis performed on the general housing market, local housing stock, and community input.
