Community Amphitheatre Event Application
Introduction
The City
of Warren hosts a variety of special throughout the year. The purpose for the
establishment of the Warren Community Amphitheatre Event Permit is to enable the
City to manage events while providing municipal services in an uninterrupted
manner.
By
establishing guidelines, the City Administration is able to determine the
feasibility
of
an event based on City service demands. Events must be conducted within the
requirements set forth by the Codified Ordinances of the City of Warren, and the
Event
Organizers must be prepared to meet certain municipal criteria and associated
costs.
Warren Community Amphitheatre Facilities Overview
The Warren Community Amphitheatre is an open-air facility situated along the
Mahoning River behind the Kinsman House on Mahoning Avenue in Warren, Ohio.
The capacity of the theater is approximately 1400 people. It is just a short
walk
from Courthouse Square and the downtown area. The address is 241 Mahoning
Ave. NW.
Since 2004, the Warren Community Amphitheatre has played host to a wide
variety of entertainment programs throughout the summer months. In 2006, the
Riverwalk Stagehouse was constructed providing backstage facilities and a roof
over the stage. The Riverwalk, Warren Community Amphitheatre, Kinsman House
grounds, City Hall located in the historic Perkins Mansion and Perkins Park all
interconnect to coordinate recreation, historic preservation, and cultural
opportunities
for residents and visitors.
Parking
Facilities
Parking is provided by the City directly behind the Kinsman House, then down the
hill is
a
second parking lot. Across the street a parking is provided by the First
Presbyterian Church.
Warren Community Amphitheatre
Events Definition
The Warren Community Amphitheatre Event is defined as any organized activity
involving the use of, or having impact upon, the Warren Community Amphitheatre
and any adjoining public property, parks, street areas, and public facilities
that require
the assistance of City services in order for the event to take place,
(Operations
Department, Police, Fire, Health, Environmental Services, Packard Music Hall,
Water,
and/or Engineering Department).
Procedure
For Warren Community Amphitheatre
Events Permit
The Warren Community Amphitheatre Special Event Application process begins with
the submittal of an Amphitheatre Event Permit Application, which may be obtained
in
the Office of the Mayor and Director of Public Service and Safety or on the
City's
Website. The filing of an application should not be construed as final approval
or
confirmation of a request. After an organizer submits an application, additional
requirements may be requested, such as licenses, permits or certificates.
All affected Departments and Officials will then review the application at a
joint
meeting
and indicate their concerns and/or determine what City services are
required,
and
will then approve and disapprove the Warren Community
Amphitheatre Event
Application.
Sale Of Items
Nothing may be sold on municipally owned property without obtaining the proper
license and permit, i.e. Vendor's License, Mobile, Food Service. Please call the

Alcoholic
Beverages
All alcoholic beverages are prohibited in the Warren Community Amphitheatre and
shall not be sold, distributed or donated without the proper permits to do so
issued by
the Ohio Department of Liquor Control, 614.644.2360, and pursuant to the Ohio
Revised Code Section 4303. Please see Exhibit "F" of the City Event Application.
Insurance
The sponsoring organization must provide an insurance policy for personal and
property damage if utilizing the Warren Community Amphitheatre, City owned
equipment, or for any other damage(s) that may occur. The indemnification
agreement for the liability insurance shall be in the amount of one million
dollars
($1,000,000.00), naming the City of Warren as an additional insured entity and
have provisions holding the City harmless from all civil liability associated
with the
event.
Sound System, All Production Equipment and Backstage Facilities
There
must be a City of Warren appointed Stage Manager present when the sound
system,
storage rooms, or other backstage facilities are utilized. In the event that the
above
Stage Manager is not employed by the City, a City employee must be
on site
during the entire show for the protection, maintenance, and utilization of
City
Equipment. The sponsoring organization will be responsible for all associated
costs.
Security
The
sponsoring organization/individual is responsible for providing security at
the Warren Community Amphitheatre events. Please
contact the Warren Police
Department for the appropriate number of individuals necessary to provide
adequate
security for the scheduled event. See Exhibit "H" of the City Event
Application.
Costs
All
costs for exhibits, security, sound system and stage, as well as any additional
necessary personnel will be at the expense of the sponsoring organization and/or
individual.
Street Closings
It may
be necessary for the City of Warren to open or close certain streets, provide
barricades, signs, and/or safety lights for certain events at the Warren
Community
Amphitheatre. This will be determined by the City's authorized representative
and
a
seventy-two (72) hour public notice is required. See Exhibit "A" of the City
Event
Application.
Water Services
A
deposit fee, in the amount of fifty dollars ($50.00), payable to the City of
Warren
Water
Department, is required for the use of water supplied by the City. The fee is
refundable after the equipment is removed from the water supply system intact.

Environmental Services - (Sanitation) - Permit
The
Environmental Services (Sanitation) Department will provide trash receptacles
and
removal at the
Warren Community Amphitheatre events. See Exhibit "E" of the City
Event
Application.
Fireworks
Displays
If fireworks are
planned for any event being held at the Warren Community
Amphitheatre, the
displaying company shall make application for a permit to the City of
Warren's Fire Chief
in accordance with City of Warren Codified Ordinances. See Exhibit
"G" and the Warren City
Fire Festival Regulations in the City Event Application.
