The Human Resources Department is responsible for all employment related matters for the City. These duties run the entire gamut of the hiring process, from taking job applications, to posting jobs, to screening prospective employees and indoctrination of new employees.
For active employees, Human Resources administers all employee benefits, e.g., health insurance, the Employee Assistance Program (EAP) and worker compensation claims and benefits.
Human Resources works closely with the six (6) labor unions in the City to negotiate and administer Union Contracts. Human Resources advises and assists other city departments to administer the contracts and ensure compliance. Grievances and employee discipline arising out of the labor contracts are processed through the Human Resources Department. The Department actively takes measures to ensure compliance with Executive and Administrative Orders and other City policies.
Human Resources is responsible for ensuring compliance with all State and federal employment laws and regulations including, but not limited to, the Occupational Safety and Health Administration (OSHA), State Employee Relations Board (SERB), Americans with Disabilities Act (ADA), Equal Employment Opportunity Commission, Ohio Civil Rights Commission, and Fair Labor Standards Act (FLSA).
The Human Resources Department is committed to the overall health and well-being of City employees through the establishment and administration of innovative programs such as the Wellness program and Health Fair.
