APPLYING FOR A PERMIT WITH THE
CITY OF WARREN, OHIO
ENGINEERING, PLANNING AND BUILDING DEPARTMENT


Several types of Permits are issued from the City of Warren Engineering, Planning and Building Department, prior to any construction work being done in the City or the City right-of-way and pursuant to the City of Warren Codified Ordinances.

No person, firm, corporation or company shall perform any work without first checking with the Engineering, Planning and Building Department for work valued over $400.00, including labor, material and equipment.

Any work in connection with the location, erection, construction, repair, alteration, moving or equipping of a building will require application and issuance of a Permit.

No person shall excavate within the limits of the right of way of any street, avenue, alley lane or any public grounds for the purpose of installing, repairing or cleaning any sanitary sewer, storm sewer, sanitary lateral, storm connection or water connection, or for any purpose, without first obtaining a Permit. No Permit shall be required of any person, company or corporation performing work for or under contract with the City, which is covered by a performance bond.

Arrangements must be made for inspections.

Whoever violates any of these provisions shall be subject to penalty.
 

 
TYPES OF PERMITS AND PERMIT FEES

Plan Review Fees
(a) Residential
Single Family - new construction $50.00
Multi-family - new construction $30.00 per unit
All garages and utility buildings $ 5.00 each
**Alteration/Addition $ 2.00 per 100 square feet

**Multifamily is defined as a two or three-family dwelling; any dwelling with four or more units shall be governed by the Ohio Basic Building Code (OBBC).
**Alteration/Addition plan review fee is based on the gross area of each floor level where the alteration or addition is to be made.

(b) Commercial and Industrial
General and mechanical plans $4.50 per 100 square feet
Electrical plans $2.50 per 100 square feet
Automatic sprinkler and other fire
Suppression system plans (all suppressed areas) $3.20 per 100 square feet
As to resubmittals there will be a charge of twenty-five percent of the original plan examination fee as charged above for each submittal.
 

Building
(a) Residential
Single Family - new construction $100.00 plus $4.00 per 100 square feet
Multi-family - new construction $ 65.00 per unit, plus $4.00
per 100 square feet
Alteration/Addition $ 40.00 plus $4.00 per 100
square feet
Alteration/addition permit fee is based on the gross area of the alteration or addition.

Special Residential Permits
Single garage, detached, new construction $20.00

(b) Commercial and Industrial

Building permits of Commercial and Industrial buildings shall be three quarters of one percent of the building valuation.

Sanitary Sewer connection-minimum $300.00
*Commercial and industrial tap-in-service shall be determined by the City Engineer, in accordance with the following
(a) If the property for which a sanitary connection is desired, has been previously assessed for a sanitary sewer main by a political subdivision or the sewer main has been installed by a developer at his expense, there shall be no charge for the sanitary sewer main fee. However, the service charge and inspection fee shall be in effect.
(b) If the owner of property for which a sanitary sewer connection is desired has not previously contributed toward an existing sewer main, then the fee shall be $24.00 per foot front for the sanitary sewer main fee. This fee contributes to the cost of constructing the sanitary sewer main. Also to be included is the service charge and inspection fees.
(c) If a sanitary sewer main is extended by an individual, at his expense under a special construction permit issued by the City Engineer, there shall be no fee for the special permit; However, the owner shall pay inspection charges for the construction of the sanitary sewer main extension and the standard service charges and inspection fees for each connection thereto.
(d) All sanitary sewer main fees, are collected to defray the cost of construction of such sanitary sewer main where there was no contribution by the abutting affected property's at the time of construction.
