The Warren Redevelopment and Planning Corporation (WRAP) is a non-profit economic development corporation, which formed in September of 1980. WRAP was established in 1980 primarily to guide and further develop the physical, economic and social revitalization of downtown Warren and its Central Business District. But over the past few years WRAP has restructured to increase its assistance to the city. In order to encourage the overall economic development and growth of Warren, WRAP has three areas of focus. 

MAIN STREET

Continues to focus on the revitalization of the downtown and Central Business District by providing the following:     

  • Physical studies
  • Opinion surveys
  • Market Analysis
  • Defined property uses
  • Culture and tourism
  • Business recruitment
  • Downtown promotions
  • Holiday celebrations (Tree Lighting, Veterans Day, etc.)
  • Design review
  • Marketing (brochures, newsletters, etc.)
  • Downtown business’s liaison with the city administration

BUSINESS LOANS

WRAP currently administer two loan programs

Reinvestment Partnership Corporation (RPC) – Mini-Loan Fund

The non-profit Reinvestment Partnership Corporation (RPC)Mini-Loan Fund is a unique public-private partnership between local financial institutions and three units of local government (City of Warren, Trumbull County, and City of Niles). The fund started in 1992 aimed at helping start-up or expanding small businesses in Trumbull County obtain the financing necessary to successfully launch and grow their enterprise.

The Commercial Facade Improvement Loan Program

The City of Warren has established a loan program to assist owners of commercial buildings in targeted areas with the renovation, restoration, and preservation of their exterior building facades, parking areas, and landscaping

City of Warren Revolving Loan Fund

The Revolving Loan Fund (RLF) is available to assist businesses located in Warren.

HOUSING PROGRAM AVAILABILITY

DOWN PAYMENT LOAN HOME OWNERSHIP PROGRAM

Funds available: 2001 - $432,104  2001 - $20,000

This program provides a 0% interest non-amortizing loan to income eligible applicants that can be applied towards their down payment and or closing costs up to a maximum of $5,000 outside the CD target area, or $7,500 in the CD target area.  This is a participatory program with local financial institutions who shall determine applicant eligibility.  If rejected, the applicant can file a written objection with the CD Director within fifteen days of rejection for reconsideration.  There is no other funding assistance available for lead based paint or rehabilitation under this program.

Conditions: Units must, at a minimum at the time of initial occupancy, be able to exceed HUD's existing Section 8 Housing Quality Standards and conform to the City Housing Code.  The buyer must also occupy the property as their principal place of residence for five years.  The deferred loan will be secured by a second mortgage on the property.  If the owner meets these tenure requirements, the loan will be forgiven (granted).

SINGLE FAMILY HOME REHABILITATION PROGRAM

Funds available: 2001: $319,233; 2003: $200,000

This program provides a deferred loan up to $25,000 to owner occupants of single-family residential units that are income eligible which can be applied towards the rehabilitation of their property.  No unit will be considered if the estimated rehabilitation cost exceeds $25,000.

Conditions: Units must be brought up to HUD's existing Section 8 Housing Quality Standards and conform to the City Housing Code at the time of completion.  The owner/occupant must also occupy the property as their principal place of residence for five years for loans from $1,000 to $14,000 or ten years for loans from $15,000 to $25,000 and shall execute a mortgage and a promissory note in the regard.  If the owner meets these tenure requirements, the loan will be forgiven (granted).

If the owner sells or transfers the property, or any legal or equitable interest therein within the loan period, the owner must reimburse the city the remaining proportionate share of the loan.

RENTAL HOUSE REHABILITATION PROGRAM

Funds available: 2001: $300,000; 2002: $130,000

This program provides a deferred loan up to $14,999 to owners of rental units whose renters are income eligible, which can be applied towards the rehabilitation of their property.  These funds will match up to applicants for the actual cost of rehabilitation not exceeding $14,000.  If the applicant spends more than the City's match, they do so at their cost.  Further, no rehabilitation will be considered if the estimated cost exceeds $75,000.

Examples

  • Actual rehabilitation costs $20,000, the City provides $10,000 and the applicant provides $10,000.
  • Actual rehabilitation costs $29,998, the City provides $14,999, and the applicant provides the remaining balance.
  • Actual estimated rehabilitation costs exceeds $75,000, the project will not be considered applicable.

Conditions: Units must, at a minimum at the time of initial occupancy, be able to exceed HUD's existing Section 8 Housing Quality Standards and conform to the City Housing Code.  The applicant must also rent the property to an income eligible renter for five years and shall execute a mortgage or promissory note in the regard.  If the applicant meets these tenure requirements, the loan will be forgiven (granted).

If the applicant sells or transfers the property, or any legal or equitable interest therein within the loan period, the owner must reimburse the City the full amount of the loan.

COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS

Paint Program:

Funds available: 2001: Approximately $150,000.  There is $180,000 in this account but administrative costs will have to be deducted by year end; 2002 - Any carry over from 2001.

This program provides a grant to owner occupants of single-family residential units anywhere in the City that are income eligible, which can be applied towards the exterior painting of their property.

Conditions: The City shall assume each house contains lead based paint, which will require remediation.  This cost will be included in the grant.
