The contract work includes furnishing all material, equipment, tools, labor, and services necessary for the completion of the project. All work shall be done as shown on drawings called for in the description of the work and in a manner directed by the specifications, in the City of Warren, Trumbull County, Ohio.  The Director of Public Service will receive sealed bids for the above-mentioned project until 11:30 AM on

at the office of the Director of Public Service and Safety, 391 Mahoning Avenue, N.W., Warren, Ohio 44483, and publicly opened and read aloud at City Hall, Warren, Ohio, immediately thereafter for furnishing material and performing the labor for the execution of the above-mentioned project for General Contract.

Each bidder shall be required to file with his bid guaranty in one of the following forms:

(1) A bond, for the full amount of the bid; or

(2) A certified check equal to ten percent (10%) of the bid; or

(3) A cashier's check equal to ten percent (10%) of the bid; or

(4) A letter of credit, pursuant to Chapter 1305 of the Ohio Revised Code, equal to ten percent (10%) of the bid.

Any bid guaranty shall be subject to the applicable provisions of Chapter 153 of the Ohio Revised Code to the same extent as if said provisions of Chapter 153 were fully incorporated within said bid guaranty.  If a bid is accepted, the successful bidder shall enter into a contract and furnish a Contract Performance Bond as provided below:

(A) A Contract Performance Bond in an amount equal to one hundred (100) percent of the estimated cost of the work conditioned, which includes (but is not limited to) the assurance that the contractor will perform the work upon the terms proposed, within the time prescribed, and in accordance with the plans and specifications.

(B) A Payment Bond in an amount equal to one hundred (100) percent of the estimated cost of the work conditioned for the payment by the contractor and all subcontractors for labor performed and materials furnished in connection with the project involved.

Bids received from any corporation not chartered in the State of Ohio must be accompanied by proper certification that said corporation is authorized to do business in Ohio.

The attention of all Bidders is particularly called to the requirements and conditions of construction to be observed and minimum wage rates paid under this contract.

The successful bidder will be required to pay at least minimum wage rates (Davis Bacon) predetermined by the Secretary of Labor for the project work as required.  The Schedule of Approved Wage Rates, as predetermined by the Secretary of Labor, is incorporated in the Contract Documents.

This contract is subject to the provisions of Executive Order 11246 of 24 September 1965, as pertains to an Affirmative Action Plan. 

The successful bidder will be required to comply with all contract requirements for Equal Employment Opportunities.  

Each Bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, or national origin.

To be a responsive Bidder, each Bidder must commit in writing that he or she will obtain or seek to obtain at least fifteen percent (15%) minority business participation on this subject contract regardless of phase or tier.

This Agreement is subject to the requirement of the Clean Air Act, as amended, 42 USC 1857 et seq., the Federal Water Pollution Control Act, as amended 33 USC 1251 et seq., and the regulations of the Environmental Protection Agency with respect thereto, at 40 CFR Part 15, as amended from time to time.

All Bidders must fill in all blanks of the proposal in ink or submit a typewritten proposal. No Bids may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days.

For City of Warren, Ohio Parkman Road Pump Station Equipment Replacement, as authorized by Ordinance Number 13096/2022.

The work covered by the Contract documents involves renovations to the Parkman Road Pump Station Equipment Replacement.

Copies of the Bidding Documents may be purchased at Northeast Blueprint & Supply Company, http://www.neprint.com, 1230 East 286th Street, Cleveland, Ohio 44132-2138, 216-261-7500, upon payment of One Hundred Fifty Dollars ($150.00) plus shipping, NONE OF WHICH WILL BE REFUNDED. Bidders must purchase Bidding Documents and be registered plan holders. 

All bids must be returned in a sealed envelope addressed to the Director of Public Service and Safety and marked on the outside what the bid covers. Bids must include (1) A bond in accordance with ORC 153.571 (rollover), for the full amount of their bid; or (2) A certified check equal to ten percent (10%) of their bid; or (3) A cashier’s check equal to ten percent (10%) of their bid; or (4) A letter of credit, pursuant to Chapter 1305 of the Ohio Revised Code, equal to ten percent (10%) of their bid.  Overview

 

The City of Warren Ohio desires to expand the recreational opportunities of its residents by constructing a Nature Playground utilizing an existing fallen tree in Perkins Park. The most suitable location within the park will need to be identified, the play area designed, the best way to utilize the fallen tree and if engineered playground parts will also be required. This type of facility is not currently available in our parks.

The City is issuing a Request for Proposals (RFP) seeking professional services to assist with the design, production of documents, drawings, specifications for bid, and project supervision of a Nature Playground in Warren’s Perkins Park. 

This RFP invites companies to submit proposals, qualifications and references describing their approach and a fee structure within the criteria and scope of work set by the City.

 

Scope of Work

 

 • Meet with City officials to discuss design concepts, specifications and budget 

parameters

• Design layout, budget, and timeline for construction. 

• Develop construction documents, drawings, and specifications to present for bid.

• Review and provide input on submitted bids.

• Provide oversight and technical expertise during construction.

• Final inspection of completed project.

The City, at its sole discretion, reserves the right to:

• supplement, add to, delete from, and/or make amendments to the RFP 

• request additional data or information after the submittal date, if such data or 

information is considered pertinent.

• conduct investigations with respect to the qualifications and experience of each 

respondent;

• waive any informalities or defects in the submittals

• select the proposal, which, in its sole discretion and judgment, is determined to be in 

the best interest of the City in accordance with lowest and best price, qualifications

and experience, responsiveness to this RFP, and any other factors the City deems 

relevant.

The work to be performed under this project is located in the City of Warren, Trumbull County, Ohio.  The TRU – Warren Signal Upgrade Project consists of new vehicular detection, pedestrian signal heads, controllers, battery backup units, removal of unwarranted signals, radio communications, cellular modems, and a new central system.  

The Disadvantaged Business Enterprise goal for this project shall be     5%.

Prequalification

Bidders must apply for pre-qualification with the Ohio Department of Transportation’s (ODOT) Office of Contracts, Contractor Qualifications Section, at least 30 days before the date set to open bids.  Only those contractors which are then currently pre-qualified by ODOT will be eligible to submit bids for the construction of projects addressed by this policy.

The successful low Bidder will be required to comply with Section 107.12 of the ODOT CMS which establishes minimum limits for insurance.  
Attention of bidders is directed to the Labor Provisions: This project is subject to the Wage and Hour Division of the U.S. Department of Labor.  Minimum wages governing prevailing wage rates to be paid to the laborers and mechanics employed on public improvements.

This Contract is subject to the provisions of Executive Order 11246 of September 24, 1965 as pertains to an Affirmative Action Plan, and Governor Executive Order of January 27, 1972.
