NOTICE IS HEREBY GIVEN that the City of Warren, Ohio will accept bids for:

Work includes furnishing all materials, equipment, tools, labor, and services necessary

for completion of the project. All work shall be done as shown on drawings called for in

the description of the work and in a manner directed by the specifications of the City of

Warren, Trumbull County, Ohio. The engineer’s estimate for these projects are

shown above. The Director of Public Service will receive sealed bids for the above-mentioned

project until 11:00 a.m. on Thursday, March 02, 2023, at the office of the

Director of Public Service & Safety, 391 Mahoning Avenue, N.W., Warren, Ohio, 44483,

and publicly open and read aloud at City Hall, Warren, Ohio, immediately thereafter.

 

A pre-bid meeting will be held virtually on Tuesday, February 14th at 1:00 p.m., and a

meeting invite will be sent to all interested contractors. You must request an invite to be

accepted into the meeting. It is preferred that you call in from a computer since many

items will be reviewed. An electronic copy of the bid book and plans can be obtained by

of the project area will be sent along with the bid book and plans and will be reviewed

during the pre-bid meeting.

 

This procurement is subject to the EPA policy of encouraging the participation of small

business in rural areas (SBRAs).

 

All bids must be returned in a sealed envelope addressed to the Director of Public Service and Safety, City Hall, 391 Mahoning Avenue NW, Warren, Ohio, and marked on the outside what the bid covers.  Each bidder shall be required to file with his/her bid guaranty in one of the following forms:

• A bond for the full amount of the bid; or

• A certified check equal to ten percent (10%) of the bid; or

• A cashier’s check equal to ten percent (10%) of the bid; or

• A letter of credit, pursuant to Chapter 1305 of the Ohio Revised Code, equal to ten percent (10%) of the bid; made payable to the City of Warren, Ohio, as a guarantee that if the bid is accepted, a contract will be entered into and it’s performance secured.

 

If the bidder is a corporation for profit, its bid must be accompanied by a photocopy of documentation from the state of its incorporation showing the name in which the corporation is incorporated.  Any time the name of the corporation is asked for in the bid documents, the exact name of the corporation (i.e. no abbreviations, no variations, etc.) must be used.  Any variation from this provision may render the corporate bidder’s bid non-responsive or otherwise not sufficient.

 

If the bid is accepted, the successful bidder shall enter into a contract and furnish a Contract Performance Bond in an amount equal to One Hundred Percent (100%) of the total contract price, in accordance with the specifications.

 

The City reserves the right to reject any or all bids and to waive any informalities or irregularities in the bids received; and to accept any bid which is deemed most favorable to the City of Warren at the time and under the conditions stipulated.

 

All bidders must fill in all blanks of the proposal in ink or submit a typewritten proposal.  No bids may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days.

Overview

The City of Warren Ohio desires to expand the recreational opportunities of its residents by installing a new playground and bank shot court in Packard Park. This will replace the existing play equipment located behind the splash pad.

The City is issuing a Request for Proposals (RFP) seeking professional services to assist with the design, production of documents, drawings, specifications for bid, and project supervision for the installation of a playground and bank shot court in Packard Park.

This RFP invites companies to submit proposals including a price quote with detailed fee structure, qualifications, references and a description of their approach within the criteria and scope of work set by the City.

 

Scope of Work

• Meet with City officials to discuss design concepts, specifications and construction budget parameters

• Design layout and timeline for construction.

• Develop construction documents, drawings, and specifications to present for bid.

• Review and provide input on submitted bids.

• Provide oversight during construction.

• Final inspection of completed project.

The most suitable location within the park will need to be identified, the play area designed, the best way to utilize the fallen tree and if engineered playground parts will also be required. This type of facility is not currently available in our parks.

The City is issuing a Request for Proposals (RFP) seeking professional services to assist with the design, production of documents, drawings, specifications for bid, and project supervision of a Nature Playground in Warren’s Perkins Park. 

This RFP invites companies to submit proposals, qualifications and references describing their approach and a fee structure within the criteria and scope of work set by the City.

NOTICE TO BIDDERS
Prequalification

Bidders must apply for pre-qualification with the Ohio Department of Transportation’s (ODOT) Office of Contracts, Contractor Qualifications Section, at least 30 days before the date set to open bids.  Only those contractors which are then currently pre-qualified by ODOT will be eligible to submit bids for the construction of projects addressed by this policy.

Attention of bidders is directed to the Labor Provisions: This project is subject to the Wage and Hour Division of the U.S. Department of Labor.  Minimum wages governing prevailing wage rates to be paid to the laborers and mechanics employed on public improvements.

This Contract is subject to the provisions of Executive Order 11246 of September 24, 1965 as pertains to an Affirmative Action Plan, and Governor Executive Order of January 27, 1972.

Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin.
